Ted Cruz holds a modest lead over Donald Trump in Wisconsin two weeks before that state’s winner-take-all Republican primary

I could be wrong, but I think that Wisconsin isn't statewide "winner take all" in the same way that FL,AZ,OH are winner take all. Instead, it's winner take all per Congressional district, unless a candidate gets over 50% in which case all delegates in the state are pledged to the winner. Please correct me if I'm wrong.

Wisconsin is WTA by Congressional district for 24 of the 42 delegates. (8x3). The remaining 18 delegates go to the statewide winner, regardless of any threshold.

Cruz and Trump (and possibly even Kasich) will get some delegates under this scheme.
