no...this means ONLY white parents CAN NOT ADOPT a child with any other blood in them....ONLY the whites...blacks and Indians and Asians can adopt whomever they please, whenever because you know, they're "special"...

so what I say is if we can just get our white people to only let their babies be adopted by white people...problem solved...
