If you have Muslim employees at your nuclear plant, and you are afraid to “single them out,” but know damn well they could go Sudden Jihad at any time, “evacuating” “everyone” sounds better.

European security systems are actually quite good at tracking people so removing all employees, searching the facilities for bombs and sabotage and then doing a controlled return is the best and safest option
