Not all "paper" ballots are created equal.
She's referring to an 'optical' ballot which is simply fill in the bubble, scanable, easily checked for mistakes (the scanner will spit out the near complete majority of mistakes like double-votes, etc, on the spot - in my state, you don't have to leave until you get the green light and you are satisfied everything was as it should be), and able to be hand-counted handily.
In 2000, there were counties in Florida that had (and still have) 'punch-out' ballots which are specifically designed for fraud viz 'hanging chads'.
yes exactly. these you fill in the circle similar to standard tests in schools (which are also scanned but human readable).
