My guess is Parkinson’s Disease. My father had it. Some symptoms are hand tremors, lack of facial expression and either too much or not enough eye blinking. Clinton has excessive eye blinking. If not Parkinson’s, then some other neuromotor disease.
Whatever it is with Bill, he’s going downhill RAPIDLY — both physically & mentally.
