New rules of engagement due out at anytime now.
POlice are not allowed to fire on any suspect until suspect has fired at least two rounds at the POlice.
This should put a stop to most of the Police killin of young African-american mens and womens
New ROE to be evaluated after one year. If the decrease in black deaths at the hands of POlice has not decreased in sufficient numbers, the initial rounds fired my be raised substantially.

Reminds me of the Rochester school district - too many black kids were being suspended for violence, so they eliminated about 90% of the reasons for suspensions.
Lo and behold, the numbers decreased. Success!
