I think she means they cant come back to the united states they are free to leave any time.
The only thing that might stop them from going home is not having a valid passport. TSA et al would not allow them to leave the country. Of course, they had no problem breaking the law to come here or stay here too long, so a little issue like sneaking back across the border should be a minor detail.
