Even last night there were votes for many of the already “out” candidates.
I think many primary results would be different if all those who voted for “outs” really had to vote for someone still running.

Last night? Maybe Missouri. That said, if they are willing to vote for someone who is "out", they cannot be compelled to vote for someone they do not want to vote vote for. Illinois has tough ballot access, and there have been races and entire ballots blank as there were no acceptable choices. In 1976, "Uncommitted" won the Democrat Iowa caucus.
