While walls should be put up first, we also need to enlist the help of Mexicans in Mexico to solve a different, but related problem: how to stop determined and financed non-Mexicans from infiltrating into the US?
While keeping out Mexican and central American illegals is a numbers game, using the law of diminishing returns to limit their numbers to a trickle, in the case of other threats, we need to institute a “bounty”.
That is, pay Mexicans to inform on non-Mexicans trying to transverse our border. For information leading to apprehension they get a base amount of money in cash. For someone wanted by the US, much more. And if they are a top terrorist, by Mexican standards they will have hit the jackpot.
The amount of money for these bounties is laughably tiny, so much so that they could be crowd sourced.
And they would be delivered directly to the individual without notice to their government, who would steal it.
