More ammo for Trump
Avon's problem is its inability to adapt and change. It's original business model lost out to other start up such as Mary Kay. It ventured into "mail order" which is a disaster for cosmetics. Then it could never balance its retail sale force with retail store sale strategy.
If Avon sold off its U.S. business units, it's not really an American company anymore. No reason to hang around just to pay extortionate U.S. and New York corporate taxes on its foreign earnings. The real question is how the spinoff businesses will do under new ownership.

U.S. retail sales dropped in February and the prior months gain was revised to a decline, calling into question the narrative that bigger gains in consumer spending would propel economic growth at the start of 2016.
If they have sold their U.S. business then why should they keep their headquarters here?
