Yes, hotels got laws passed to prevent sleeping in cars. City parks don’t allow overnight camping for similar reasons.

No, it isn’t. But you may have a problem if the engine is running, the lights are on, the stench of alcohol emanates from the window, and you don’t wake up when the cops bang on the roof.

There are a few small towns in TX that have free overnight camping in campgrounds. One could sleep in his car in that situation.
