Sorry, you are incorrect. Ted Cruz was a US citizen at birth and has never been nor never needed to be naturalized. As such, he is naturally born a US Citizen.

Rafael held Canadian citizenship until 2014.

Again, incorrect. Per USC Title 8 Section 1401 subsection G, Cruz was and always has been a US citizen at birth. He has never been naturalized as a person who is born a US citizen does not need naturalization.

Canadian law is irrelevant to determining US Citizenship.
