Thanks, another video shows the pepper spraying but i didnt see why. The protesters seem to be just standing there, but now i see. Some were throwing objects at the horseback policemen. So they went up/down the row pepper spraying.

They were getting in the road and the police told them multiple times to get back on the sidewalk. TheY were also hitting the horses, before they started throwing stuff.
