Tennessee has no state income tax on wages. 9.9% sales tax is not such a bad trade-off if you are a wage earner there.

For the 3.9% increase in sales tax, I would have to make $54,000 more than I am making now and spend all of it. So, yeah, it is a good deal for the locals who work and earn wages. Not so good for visitors and those who live off government checks.
