Is there a recent change in status? I know the work is urgently needed, and that the problem has been festering for years. I am astonished that no one has coughed up the money yet. I'm not close to the Olympia situation but I wonder if there is a worm in the apple in Philadelphia that is hamstringing the effort. Do you have any sense of the nature of the problem? $20 million would seem to be a manageable sum unless something is getting in the way.
