I'm also told that much of the internet would remain intact even with a direct hit by an EMP weapon. Wasn't one of the reasons it was developed in the first place was to act as an emergency communications system just in case?

A bigger danger, of course, is just a general collapse in law and order from the feral gimmedat class.

There is no way to know for sure how widespread the damage from a high altitude EMP weapon would be.

So many things are CMOS today and are very subject to damage from voltage spikes.

Electronic devices are designed with priority for cheap assembly cost and cheap components. Nothing is repaired today. It is all board swapping and devise replacement. The only exception to that is some military devices, especially shipboard devices, where replacement may not always be available quickly.
