Lawyers are just wordsmiths, not people of action or doers who produce things of value to society. They are good at parsing words, making arguments, posturing, and speaking but few are qualified to be leaders who have a vision and can effectively manage the resources to attain it.
Yes, they personify the comment: “I come here today to tell you about something about which I know nothing!” They are “legal technicians, not “builders!” In The UK, they are wisely precluded from serving in elective legislative office. (There are no lawyers in the House of Commons)
