It's not a statistic, it's a prediction. A statistic is a fact. The number of people out of work is a statistic. Predictions about the effects public policy (interest rate, stimulus, whathaveyou) on unemployment are predictions. Adding error bars to predictions does not make them statistics, or in anyway enhance their reliability.
They are in all cases, a result of a whole bunch of numbers.

The number of people who "died of" cancer in the United States is unknowable, and the concept is probably at best epistemologically dubious, but the number of people who are reported to have died of cancer, based on death certificates is a neat little number. A statistic. A fact.
