Looks like a trial balloon from the party bosses to see if it will float.
And someone pointed out how Joe Biden’s appearance at the Oscars might be laying the way for him to replace hillary soon.

The nominee will be either Trump or Cruz. Cruz would never agree to someone not currently running to be the nominee.
Remember, Cruz is possibly hated more by the establishment than Trump. Trump does deals and is willing to negotiate. Cruz sticks to his conservative principles.
