A very good question.

As long as even a slightly right of center president and senate are in office the courts will stay at least neutral.

While that is the case you BUILD from the bottom up, which the conservative movement has been doing before djt came along quite nicely. Take a look at State Houses and Governorship. As the existing old guard shuffle off this mortal coil they will be replaced with people who were brought in and kept in power by that same conservative movement. It is slow and its not the “ I win or we burn it all down” way of doing things but it is the way to do things that does not end up destroying all we have built.

The problem with all that is that most (not all) the replacements go to Washington and promptly turn to mush. My own Rep. is a perfect example. It’s like they walk in and some GOPe Jedi-turned-dark-side does the mind control thing on them. He (my Rep.) was a real firebrand in our State Legislature; in DC, he votes GOPe every friggin’ time.
