What they are saying is that Rush’s crush on Rubio demonstrates his lack of concern about the Gang of Eight and amnesty.

Part of the problem could be the way Trump has taken an odious tack. And out of reaction to this, support is going, by default, to the anti-Trump.
Rush is setting up a straw dog.
The Times did NOT say that Rush supported amnesty.
It said he downplayed the bill and mischaracterized it. And that was what the supporters wanted from him and the other talk hosts.
