He was solicitor general of Texas. Historically there have been many SCOTUS justices with no judicial experience.
Judicial experience is not a requirement for Supreme Court justices and a number justices have not come from the judicial system. They are not required to have a law degree either, and many argue that the Court ought to have some justices without judicial experience. Their role has little to do with trial procedure.
