The TPA requires 30 days for congressional review, then 60 days for public review before an up or down vote. Currently it looks like no booted prior to the election.
Actually it is a down vote only because they passed it sight unseen. In their wisdom they have managed to reverse the procedure while claiming to be agains it.
It requires a 67 vote margin to actually defeat it because Obama will veto any attempt to dismiss it.
