By further way of explanation: you know all the H1Bs people complain about at Disney? They weren’t sponsored by Disney. The were sponsored by the contracting firm. If this article was written about Disney, none of those H1Bs that people complain about would be included in the count.

I totally understand about the agency percentage, but these were h2b workers and I wonder if that makes a difference in the calculation. They were also temporary for 120-160 days for the Palm Beach "season".
