Wouldn’t a Class Action Suit leave very little to the victims? due to lawyers getting their large share.

Sure, but a little of something is better than 100% of nothing.

It’s like, say, the Fraternal Order of Police happy to get 2% of the take when people donating think the scumbag fundraiser is getting the 2%.

It depends on the size of the class. In most consumer class actions, what you say is true and the consumer gets little more than a coupon for a future product.

In this case, it's a small defined class. I think it would work out a little differently.
