It suspends H-1B visas, promises to prosecute companies which defrauded the original purpose of the law, and ties future H-1B visas to the unemployment rate on a the sector basis to which the application might apply. It also restricts the program to applicants with advanced degrees only.
To knowingly keep up with your claim after this plan was published is totally dishonest. So I suggest you cease.
