Well, they may be "activists" then, but illegal voting isn't all that simple in Germany as it might be elsewhere. Voter registries are linked to place of residence and citizenship, and a cross check is made at the polling station. I don't see any easy way around that off-hand.
Now, the counting of the votes may be a problem...
