They are pretty much the potheads on campus and the problem is that the new strains of pot are making 25% of the users actual psychotics.

I doubt that's it - pot-heads are not political, and most don't make it into college at all. These delicate types are earnest, coddled endlessly throughout their childhoods by over-protective helicopter parents, and probably far less likely to do drugs or drink than the average college student.
