Nothing found in Iraq constituted a threat to US national security...the chemical weapons you refer to were leaking leftovers from the 1980s. I don’t think the US even bothered getting rid of them after the invasion.
The lie the Bush administration told (imo) was that a pre-emptive strike on a sovereign nation was necessary because US national security was threatened...with ginned up evidence to make it look like there was an active nuclear weapons program.
Whether or not GWB knowingly lied to the American people about Iraq or simply got fooled by more agile minds within the government is an open question.
It is also worth noting that Bush himself admits after the fact that no WMDs were found.
