Perhaps you should have heard the “mandate” in context. Trump was talking about the mandate that pre-existing conditions would carry over into what ever cross state plans he envisions.
If you are going to take the time to make an argument, Please take the time to have the correct information.
I watched the town hall so I distinctly know this particular passage.

What we have is “I liked it.” and then a ramble about how great he is and how much his crowds like him (like they would be booing ?) and how wonderful his plan is and how little it will cost...
Now of course this plan he speaks of... his web page for “Positions” does not have Health care on it. His “Issues” does not either. so its Nancy Pelosi all over again you have to vote for it to find out whats in it.
