Cruz's mailer said -- in small type -- "this check is a facsimile not redeemable or negotiable and has no cash value."

We get these from charities all the time. If one can read check enclosed, one can also read who the check is made out to.

Weren't paper SS checks phased out in 2013?

The complainer of this letter also accuses Cruz of wanting to take away social security benefits. Seems a little more agenda-driven then how the complaint first appears.
