Reading the quote, Levin said that Trump SAID Bush was responsible for the towers coming down. He didn’t say exactly that.
As a Trump supporter I did not like what Trump said at the debate. But Levin isn’t being honest in the above quote.
Levin was accurate.
Trump did hold Bush responsible for 9/11 (meaning, Bush should have stopped it).
