That appears to be about an 80 year old design (which means, among other things there would be no market for it in this countryand the patents have all expired) This Cleber fella is free to try and manufacture the thing. But why would someone want a Cuban reproduction of a 1930’s American tractor when, for less money, they could buy a much more modern real thing?
One reason for making in cuba I would guess is they can make them using old engine design and not worry about the polluting stuff and all that for small farms and gardens will work great
