Of course, he could have picked from any of the mobsters of that day, that was just whom he decided upon. Perhaps he was the one with the most clout at that time. Is one mobster better than the other? Not really, it's just the reality of doing business in New York. You either play the game or the game is not open to you. Do you know how many cops also had relationships with mobsters in New York? Many of them were good cops as well. But they would at times work together to solve issues facing the community, off the books of course. Other times they bring down those very same mobsters. It was a working relationship, not a not a friendship of the sense you or I think of.
