Did George W. Bush in fact lie about WMDs in Iraq?

Even the New York Times admits Iraq had WMDs.

They had left over chemical munitions that we gave them in the 80s. They did not have active procurement, production facilities/programs-certainly nothing on the scale described to us in the run up to the war.
