Not suggesting there’s been an implemented plan, but Avigdor Lieberman suggested it about two years ago. I think it was in Yisrael Beiteinu’s platform. Martin Sherman of the Israeli Institute for Strategic Studies suggested it a year or so before that, paid by UNWRA. I recall one of these plans talking about $250,000 a family.
