I don’t see a contraction at all.
First, “According to Cruz spokeswoman Catherine Frazier, Cruz’s mother did register his birth with the U.S. consulate” indicates that his registration was done while still living in Canada. All US Consulates are in foreign countries, there are none in the US.
and ..
“Cruz received a U.S. passport in 1986 ahead of a high school trip to England.” If he was able to get a US passport, that indicates that all of his documentation as a US citizen was in order.
