That isn’t clear. It can be taken two ways. It can be taken that she registered his birth
in Canada and thus he was able to get a US Passport in 1986. Or it could mean she didn’t
register until he was in high school and needed the passport to go to England.
So who knows as it isn’t clear. imo.
Or it could mean she added him to her passport, because maybe she traveled back home to her parents in Delaware to show off her new son.
