Speaker Paul Ryan (R-Wis.) on Friday raised the possibility that House Republicans could decide not to lay out a budget blueprint this year if the party cannot unite behind a proposal.
Ryan told members at a closed-door conference meeting that they could skip the budget process altogether, even as he strongly signaled that it would be the wrong move.
"It would be a shame, but the sky won't fall if we don't do a budget," he said, according to a person in the room.
He noted that Congress is not "staring down a cliff" that would force them into a final vote this year because of the two-year deal struck last fall between his predecessor, then-Speaker John Boehner (R-Ohio), and the White House.
The remarks represent the first time that Ryan has suggested even the possibility of not putting out a budget, something Republicans have assailed Democrats for in the past.
It would be a surprising move from the former Budget Committee chairman, who has vowed to break Congress's crisis-driven cycle of passing spending bills.

I thought they passed a budget until October 2017. These are the most overpaid people on Earth. We really need to start with a complete clean slate.
I know it seems old fashioned, but there used to be a time when annual budgets were done annually. I know, it sounds crazy doesn’t it?

The brilliance of Reagan, under that system, was that when he RAN for office (not even having won the nomination) he set up a budget committee to begin preparing the budget for when he won the general election! When he was nominated, Ed Meese set up budget teams for every major issue/department, and Reagan had his budget ready to go in February of 1981 . . . one month after he was inaugurated!
Regular order. Nope.
End baseline budgeting. Nope.
Defund Obama executive orders. Nope.
Vote for another mushy GOPe republican. Nope.

That was another continuing resolution. Congress hasn’t passed budget and have it signed by Obama since he took office.

I envision somewhat different congress between elephants and donkeys myself.
The lifeblood of DC is think tanks and other NGOs. That is where the "loyal" "opposition" hangs out when out of office. If we shrink government none of them have anything to do - not even the libertarians like CATO.
I hate Paul Ryan.

They all become more and more and more incompetent over time. Why even have a budget? Why even have borders? Why be held to the rule of law, or process, or procedure?
The only thing politicians are leading us to is ruin.
