I think it is a fraud against the public, but the courts have dismissed for lack of standing before.
The class of plaintiff easily dismissed is voters, all of whom are in the same defrauded boat, and none of which is standing at any disadvantage to the others, equally defrauded.
Candidates have a direct stake in the outcome. What if the winner is ineligible and takes the office? The loser lost all his effort and funds, on account of the government allowing a usurper to run.
Statutes that prohibit false certification don't depend on standing.
