I’m a lapsed Catholic and I did not learn about this. What exactly happens? If you go in the confession booth, does the priest say, “I’m sorry, you have to take this matter up with the pope or a superconfessor?”

Yes, it’s in the Gospels that Jesus gave disciples the power to forgive sins. It’s impossible for a disciple (for our time, passed down to a priest) to forgive others’ sins unless they hear them first and remorse is shown.
