The policy should be to only accept official complaints and then prosecute for obvious false accusations.
Absolutely; as this was a few years ago I’d hope that policy has been implemented.
We also had a case where four “youths” in a car were pulled over because of a phoned-in report of a gun in the vehicle; the call was traced to one of the occupants (obviously looking for a beat-down and multi-million dollar settlement). IIRC they were charged, but I don’t remember the nature of it; they were lucky nobody was killed.
