In which case they can calmly tell the man in a friendly manner:

The balance must be moved to a safe offsite facility within ten days. Thank you for your cooperation and have a nice day..."
Seeking to toss a man into prison for SEVEN YEARS for what does not even appear to be a crime is outrageous and a very police state type of action.

I agree. However I don't know what the laws in Queens say. I have enough powder to reload a couple of thousand 12 guage rounds. But my powder resides in a building outside my home. I'm just saying I don't want 250 pounds of powder in the room next to me. I'm so 2nd amendment you wouldn't believe it. But we have to understand our rights don't supersede the rights of others.
