So the plan is to accept them, transport them, and give them shelter. The plan is not to have a refugee camp at the border where the “kids” are fed a few times and deloused while they attempt to contact the parents, and failing that, bus them back to Guatemala.

Mexico has to be complicit in this, else how could 8 to 15 year olds traverse the length of Mexico?

Somehow word is sent detailing how many kids to send, explaining they they will be moved far away from the border and will be cared for (otherwise why would a parent go along?).
