They get around it in Minnesota by getting insurance for the transaction in which they need proof of insurance then cancel it the next day.

Hahahaha. Laws are for SUCKERS, or Citizens (but, I repeat myself).
But YOU leave the scene of an accident, drive w/out insurance, have a fine for an ex-library book....
Here we have City govt aiding and abetting ILLEGAL activity...with NO repercussions. State enforcement? No, in cahoots! Fed? Blind as a bat. Congress?
