This form was made obsolete in late 1990, after Ted had reached the age of majority. In late 1990, the FS-545 was replaced by form FS-240, titled "Consular Report of Birth Abroad," this is a CRBA.

Most people refer to the CRBA, and if Ted lost his FS-545, it would be replaced, after 1990, with a CRBA.
