It is a bad idea. Unless there’s audio, a lawyer could posit that he was asked to open his coat. That’s getting into tinfoil hat territory though.

That’s not something an LEO would ask in that situation.
They always want the hands where they can see them, and away from any area where there could be weapons.

It would not be surprising if police were yelling that utterly ridiculous command "STAND DOWN!" which has no place in a high-stress situation.
It is a senseless phrase that should be removed from the police lexicon immediately.
