You may have to upload the photo first, like to Picassa. Then you can post that URL using the Sandbox instructions.

I upload the image to tinypic.com
After uploading, they will display the code you need to paste into the FreeRepublic posting box.
Or if the image is already hosted somewhere, that code needs to be pasted.
