Someone might have better knowledge than I do on this subject, but it is my understanding that charities are allowed up to 65% for administration costs. If so, then they are within the allotted range.
The Wounded Warriors is a new charity and as such is spending a lot of money on TV and general outreach. I am not surprised at this point the percentage of administration spending.
