He said that Cruz isn’t qualified, and that he isn’t going to participate in Thursday’s debate. He’s going to run a townhall at the same time the debate is going on.

He hinges his decision to not do the debate on a press release - I assume by somebody at FoxNews. Says it's time for a grownup to take a stand. Really demonstrating leadership.
Says his decision is nearly irrevocable. Megyn Kelly is a lightweight, she shouldn't be doing the debate.
